The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless

Launch and Operating Authority


Intelsat License LLC requests authority to construct, deploy, and operate a new space station, to be known as Galaxy 14R, at the 125.0° W.L.
orbital location. Intelsat seeks authority to provide fixed-satellite service via Galaxy 14R at 125.0° W.L. using the 3700-4200 MHz
(space-to-Earth), 5925-6425 MHz and 6425-6725 MHz (Earth-to-space), 10.95-11.2 GHz (space-to-Earth), 11.45-11.7 GHz (space-to-Earth),
13.75-14.0 GHz (Earth-to-space), 17.8-19.3 GHz (space-to-Earth), 19.7-20.2 GHz (space-to-Earth), 27.5-29.1 GHz (Earth-to-space), and
29.25-30.0 GHz (Earth-to-space) frequency bands. Intelsat requests authority to conduct telemetry, tracking, and command operations using the
following center frequencies: 4197.75, 4198.25, 4198.75, and 4199.25 MHz (space-to-Earth); 5926.75 MHz and 6424.5 MHz (Earth-to-space).
Intelsat seeks waiver of the following portions of the U.S. Table of Allocations: (1) the section 2.106 allocation of the 17.8-18.3 GHz band to the
Fixed Service, 47 CFR § 2.106; (2) section 2.106, Footnote NG52, 47 CFR § 2.106, NG52; and (3) section 2.106, Footnote NG165, 47 CFR §
2.106, NG165, in connection with this application.

Petition for Declaratory Ruling


Kepler Communications Inc. requests U.S. market access for a non-geostationary-satellite orbit satellite fixed-satellite service system, which
Kepler states will be licensed by Canada. Kepler seeks market access for up to 140 satellites operating in polar orbit in seven orbital planes at an
altitude range of 500-650 km. Kepler seeks U.S. market access in the 14.0-14.5 GHz (Earth-to-space) and the 10.7-12.7 GHz (space-to-Earth)
frequency bands. Kepler requests waivers of sections 25.114(c), 25.137(c), 25.137(d)(1), 25.137(d)(4), 25.146, 25.146(a)(1)(iii) and
25.146(a)(2)(iii), 25.146(i), 25.157(e), and 25.164(b) of the Commission's rules. Kepler also requests waiver of footnote NG52 to the U.S. Table
of Frequency Allocations, section 2.106.

Terra Bella requests special temporary authority for a period of 180 days to permit the use of telemetry downlink frequencies on six commercial
remote sensing satellites, SkySat-8 through SkySat-13, while they are brought into service after launch. Specifically, Terra Bella requests
authority to assign each of the six new satellites one of the following frequencies for telemetry transmissions immediately after launch: 8374.25
MHz, 8374.50 MHz, 8374.75 MHz, 8375.25 MHz, 8375.50 MHz, 8375.75 MHz.

Special Temporary Authority


EchoStar Satellite Operating Corporation requests special temporary authority for a period of 180 days to continue to operate the EchoStar 16
satellite to provide Direct Broadcast Satellite service over channels 1 and 2 at the 61.5° W.L. orbital location. EchoStar states that it will continue
to comply with conditions set forth in our June 2012 order. See EchoStar Satellite Operating Corporation Applications for Special Temporary
