                                             Satellite Applications Accepted for Filing
The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Petitions, oppositions and other pleadings filed in response to
this notice should conform to Section 25.154 of the Commission's rules, unless otherwise noted. 47 C.F.R. § 25.154.




SAT-AMD-20000120-00001               S2103          ORBITAL COMMUNICATIONS CORPORATION ( d/b/a ORBCOMM )
Amendment
Orbital Communications Corporation (ORBCOMM) has filed an amendment to its pending application for modification of its mobile
satellite service satellite system to reduce the elevation of the equatorial plane of satellites. ORBCOMM is authorized to operate eight
satellites at approximately 825 km in the equatorial plane. In its modification (File No. SAT-MOD-19990318-00029), ORBCOMM
had sought to operate seven satellites at approximately 1000 km in the equatorial plan. ORBCOMM seeks to amend its modification
by reducing the elevation from approximately 1000 km to approximately 975 km.



SAT-MOD-20000104-00042               S2205          LORAL CYBERSTAR, INC.
Modification
Loral CyberStar, Inc. has filed an application for modification of its authorization to launch and operate the Orion F7 satellite 89
degrees W.L. This modification seeks to incorporate inter-satellite links to provide inter-operative capability between and among
Loral CyberStar's Ka-band satellites as well as with the CyberStar Licensee LLC satellites. In addition, Loral Cyberstar seeks a deferral
of the construction completion and launch milestones for this satellite until ISL frequencies are assigned.



SAT-MOD-20000104-00043               S2206          LORAL CYBERSTAR, INC.
Modification
Loral CyberStar, Inc. has filed an application for modification of its authorization to launch and operate the Orion F8 satellite 78
degrees E.L. This modification seeks to incorporate inter-satellite links to provide inter-operative capability between and among Loral
CyberStar's Ka-band satellites as well as with the CyberStar Licensee LLC satellites. In addition, Loral Cyberstar seeks a deferral of the
construction completion and launch milestones for this satellite until ISL frequencies are assigned.

Loral CyberStar, Inc. has filed an application for modification of its authorization to launch and operate the Orion F2 satellite 47
degrees W.L. This modification seeks to incorporate inter-satellite links to provide inter-operative capability between and among
Loral CyberStar's Ka-band satellites as well as with the CyberStar Licensee LLC satellites. In addition, Loral Cyberstar seeks a deferral
of the construction completion and launch milestones for this satellite until ISL frequencies are assigned.



SAT-MOD-20000131-00051                S2119         XM RADIO INC.
Modification
XM Radio Inc. has filed an application for modification of its authorization to construct, launch and operate two Digital Audio Radio
Service (DARS) satellites. XM Radio seeks (1) to increase the maximum EIRP of each of its DARS satellites to 68.5 dBW, (2) to
revise its downlink channelization plan by increasing the number of channels from five to six, including four carrier frequencies (two
per satellite) of 1.84 MHz each and two frequencies for terrestrial repeaters of 2.53 MHz each, and (3) to increase the transmission
rate of each of its satellite carriers to 3.28 Mbit/s.

Modification

Petition for Declaratory Ruling
On January 11, 2000, Empresa Brasileira de Telecomunicaçöes S.A. (Embratel) filed a Petition for Declaratory Ruling requesting the
Commission to add the following satellite to the "Permitted Space Station" List created by the Commission in the DISCO II First
Reconsideration Order. [Amendment of the Commission's Regulatory Policies to Allow Non-U.S. Licensed Space Stations to Provide
Domestic and International Satellite Service in the United States, Order, IB Docket No. 96-111, FCC 99-325 (released Oct. 29, 1999)
(DISCO II First Reconsideration Order).]

· Brasilsat A2, located at 63° W.L.

We also note that the International Bureau has revised its interpretation of its Exclusion List for International Section 214
Authorizations (Exclusion List). Specifically, the Exclusion List restriction for all non-U.S.-licensed satellite systems refers only to
non-U.S.-licensed satellite systems that are not listed on the Permitted Space Station List. [International Bureau Announced Process
for Providing Service Under Global International Section 214 Authorizations Using Approved Non-U.S.-Licensed Satellite Systems

This matter shall be treated as a "permit-but-disclose" proceeding in accordance with the Commission's ex parte rules. See 47 C.F.R. §§
1.1200, 1.1206. Persons making oral ex parte presentations are reminded that memoranda summarizing the presentations must
contain summaries of the substance of the presentations and not merely a listing of the subjects discussed. More than a one or two
sentence description of the views and arguments presented is generally required. See 47 C.F.R. § 1.1206(b). Other rules pertaining to
oral and written ex parte presentations in permit-but-disclose proceedings are set forth in Section 1.1206(b) of the Commission's rules,
47 C.F.R. § 1.1206(b).

Commenters must file an original and four copies of all comments and reply comments. All filings must be sent to the Commission's

SAT-STA-20000120-00050                             GE AMERICAN COMMUNICATIONS, INC.
Special Temporary Authority
GE American Communications, Inc. (GE Americom) has filed a request for Special Temporary Authority to operate its Satcom SN-4
satellite at 81.1 degrees W.L. on an interim basis. GE Americom is seeking authority to operate the Satcom SN-4 satellite at 81.1
degrees W.L. for up to six months pending further relocation of this satellite to its assigned location of 72 degrees W.L.

NOTE: COMMENTS on GE Americom's request may be filed on or before FEBRUARY 15, 2000. REPLY COMMENTS may be
filed on or before FEBRUARY 20, 2000.
