Petition for Declaratory Ruling to be Added to the Permitted List
Granted in Part/ Deferred in Part Effective Date: 04/06/2017

Nature of Service: Fixed Satellite Service

On April 6, 2017, the Satellite Division granted in part HISPASAT's petition to add a space station authorized by Spain, HISPASAT 30W-6, at
the 30° W.L. orbital location to the Commission's Permitted Space Station List. HISPASAT 30W-6 will replace the capacity of the HISPASAT
30W-4 space station (S2476) in the 13.91-14.5 GHz (Earth-to-space) and 11.7-12.2 GHz (space-to-Earth) Ku-band frequencies and will provide
additional capacity in the 6725-7025 MHz (Earth-to-space), 13.0-13.25 GHz (Earth-to-space), and 11.2-11.45 GHz (space-to-Earth) frequency
bands. The Division deferred action on HISPASAT's request for U.S. market access to provide fixed-satellite services in the 4500-4800 MHz
 band.

LLC to maintain a single first-generation, non-geostationary satellite as an in-orbit spare following its replacement by a second generation
satellite. Telemetry, tracking, and command operations for the spare satellite will be conducted in the 19.4-19.6 GHz (space-to-Earth),
 23.18-23.38 GHz (inter-satellite), and 29.1-29.3 GHz (Earth-to-space) frequency bands.

INFORMATIVE
SAT-PDR-20160906-00087 S2971 Spectrum Five LLC
On March 2, 2017, the Satellite Division granted market access to Spectrum Five LLC to provide direct-to-home service in the United
States using a proposed 17/24 GHz space station, BSSNET2A-95W (Call Sign S2971), at the 95.15° W.L. orbital location under the
authority of the Netherlands. Spectrum Five did not post the bond as required by Section 25.165 of the Commission's rules and a condition
to its market access grant. Accordingly, the grant of market access became null and void on April 1, 2017. The market access grant
specified the 17.3-17.7 GHz (space-to-Earth) and 24.75-25.15 GHz (Earth-to-space) frequency bands. Effective 2:00 p.m. ET on Tuesday,
April 11, 2017, parties may file for space station authorizations and U.S. market access that otherwise would have been mutually exclusive
with Spectrum Five's grant. Such requests filed prior to this date and time will be dismissed as premature without prejudice to refiling.
