On March 1, 2017, the Satellite Division granted, with conditions, the request of Ligado Networks Subsidiary LLC to reinstate its license for the
MSAT-2 space station at the 103.3° W.L. orbital location and to extend the license term through December 31, 2017. Ligado provides
mobile-satellite service using MSAT-2 in the 1530-1544 MHz and 1545-1559 MHz (space-to-Earth) and 1631.5-1645.5 MHz and
1646.5-1660.5 MHz (Earth-to-space) frequency bands. Ligado operates feeder links for MSAT-2 in the 10.75-10.95 GHz (space-to-Earth) and
13-13.15 GHz and 13.2-13.25 GHz (Earth-to-space) bands. Telemetry, tracking, and command operations use the following center frequencies:
 11.7005 GHz and 11.701 GHz (space-to-Earth) and 14.0005 GHz and 14.4995 GHz (Earth-to-space).

 Nature of Service: Other

On March 2, 2017, the Satellite Division granted, with conditions, the request of Spectrum Five LLC, to access the U.S. market to provide 17/24
GHz Broadcast-Satellite Service using the proposed BSSNET2A-95W space station. The BSSNET2A-95W space station will operate under the
authority of the Netherlands at the 95.15° W.L. orbital location. The BSSNET2A-95W space station will operate using the 17.3-17.7 GHz
(space-to-Earth) and 24.75-25.25 GHz (Earth-to-space) frequency bands and will conduct telemetry, tracking, and command operations at the
 edges of those same frequencies.

continue to: (1) conduct telemetry, tracking, and command operations necessary to drift the Galaxy 11 space station from the 60.1° E.L. orbital
position, first to the 45.0° E.L. orbital position, and then to the 44.9° E.L. orbital location, and to maintain it at these locations using the
following center frequencies: 14.0005 GHz and 14.4985 GHz (Earth-to-space); and 11.701 GHz and 11.702 GHz (space-to-Earth); and (2)
provide fixed-satellite service via Galaxy 11 in the 13.75-14.5 GHz (Earth-to-space), and 10.95-11.2 GHz and 11.7-12.2 GHz (space-to-Earth)
frequency bands first at the 45.0° E.L. orbital location, and then during the drift to, and upon arrival at, the 44.9° E.L. orbital location.

INFORMATIVE
SAT-LOI-20160308-00025 S2957 Spectrum Five LLC
On October 5, 2016, the Satellite Division granted market access to Spectrum Five LLC to provide direct-to-home service in the United
States using a proposed 17/24 GHz space station, BSSNET2A-111W (Call Sign S2957), at the 110.9° W.L. orbital location under the
authority of the Netherlands. Spectrum Five was granted extensions of time to file the bond, to February 24, 2017, but did not post the
bond as required by Section 25.165 of the Commission's rules and a condition to its market access grant. Accordingly, the grant of market
access became null and void on February 24, 2017. The market access grant specified the 17.3-17.7 GHz (space-to-Earth) and 24.75-25.15
GHz (Earth-to-space) frequency bands. Effective 2:00 p.m. ET on Tuesday, March 7, 2017, parties may file for space station authorizations
and U.S. market access that otherwise would have been mutually exclusive with Spectrum Five's grant. Such requests filed prior to this
date and time will be dismissed as premature without prejudice to refiling.
