Declaratory Ruling for Zoning


Atlantic Satellite Communications, Inc. (ASCI) has requested that the Commission issue a Declaratory Ruling that pursuant to Section
25.104 of the Commission's rules, 47 C.F.R. s 25.104, the local ordinance adopted by the Town of Orangetown, New Jersey restricting
the construction and location of satellite earth station antennas is preempted by the rules and regulations of the FCC. In addittion,
ASCI has filed a Request for Expedited Processing with its Request for Declatory Ruling.



SAT-MOD-19991214-00121              MARISAT       COMSAT GENERAL CORPORATION
Modification


COMSAT General Corporation has filed an application for modification of the MARISAT F2 satellite. COMSAT General is authorized
to operate the MARISAT F2 satellite at 72.5 degrees W.L. With this modification, COMSAT General requests authority to relocate
the satellite to 34 degrees E.L. The satellite will be used to provide two "Narrowband" UHF channels to a NATO user for
mobile-to-mobile communications; one C-to-L transponder (4 MHz wide) for part-time data communications from National Science
Foundation earth station facilities in the U.S. to NSF earth station facilities at the South Pole; and one L-to-C transponder (4 MHz
wide) will be used to provide part-time data communications from NSF earth station facilities at the South Pole to NSF earth station
facilities in the U.S.

Special Temporary Authority

PanAmSat Corporation has filed a request for Special Temporary Authority to launch and perform in-orbit testing of its Galaxy X-R
fixed-satellite service satellite. PanAmSat has a pending application to launch and operate this satellite as a replacement satellite for
its Galaxy X satellite, which suffered a launch failure on August 8, 1998 [see File No. SAT-LOA-19990518-00054]. As a replacement,
the Galaxy X-R satellite is proposed to be operated at 123 degrees W.L. However, PanAmSat is operating two satellites at the 123
degree orbital location and requests authority to conduct the in-orbit testing of the Galaxy X-R satellite at 127 degrees W.L., for up to
90 days, prior to placing it into operation at its assigned orbital location of 123 degrees W.L. Launch of the Galaxy X-R satellite is
scheduled for January 24, 2000.

NOTE: Comments on PanAmSat's request may be filed on or before January 7, 2000. Replies may be filed on or before Jaunary 14,
2000.
