may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless

 Launch and Operating Authority


 Intelsat License LLC seeks authority to operate the JCSAT-RA space station at the 169.0º E.L. orbital location to provide fixed-satellite service
 in the 3940-4200 MHz (space-to-Earth), 6225-6425 MHz (Earth-to-space), 6425-6485 MHz (Earth-to-space), 12.2-12.75 GHz (space-to-Earth),
 and 13.8-14.5 GHz (Earth-to-space) frequency bands. Intelsat also seeks authority to conduct telemetry, tracking and command operations
 necessary to drift JCSAT-RA from the 128.0° E.L. orbital location to the 169.0° E.L. orbital location, and maintain it upon its arrival at that
 location using the center frequencies of 13.9935 GHz and 14.496 GHz (Earth-to-space); and 4199.55 MHz, 12.2485 GHz, 12.7472 GHz,
 12.74835 GHz and 12.74975 GHz (space-to-Earth). Intelsat requests waiver of Sections 25.202(a)(1), 25.210(a)(3), 25.210(i)(l), and 2.106 of
 the Commission's rules, 47 CFR §§ 25.202(a)(1), 25.210(a)(3), 25.210(i)(l), and 2.106, in connection with this application.

 Ligado Networks Subsidiary LLC seeks to reinstate its license for the MSAT-2 space station at the 103.3° W.L. orbital location, which expired
 by its terms on December 31, 2016. Ligado also requests an extension of the license period for one year, through December 31, 2017. Ligado
 requests authorization to operate MSAT-2 to provide mobile-satellite service in the 1530-1544 MHz and 1545-1559 MHz (space-to-Earth) and
 1631.5-1645.5 MHz and 1646.5-1660.5 MHz (Earth-to-space) frequency bands. Ligado also requests authorization to operate feeder links for
 MSAT-2 in the 10.75-10.95 GHz (space-to-Earth) and 13-13.15 GHz and 13.2-13.25 GHz (Earth-to-space) frequency bands. Telemetry,
 tracking, and command operations use the following center frequencies: 11.7005 GHz and 11.701 GHz (space-to-Earth) and 14.0005 GHz and
 14.4995 GHz (Earth-to-space).

 Petition for Declaratory Ruling


 ABS Global Ltd. seeks to add the ABS-3A space station at the 3° W.L. orbital location to the Commission's Permitted Space Station List to
 provide fixed-satellite service in the 3700-4200 MHz (space-to-Earth), 5925-6426 MHz (Earth-to-space), 10.95-11.2 GHz (space-to-Earth), and
 14.0-14.25 GHz (Earth-to-space) frequency bands. The applicant states that it is "authorized to utilize the relevant frequencies at the specified
 orbital location by the Government of the Russian Federation." Telemetry, tracking and command for ABS-3A at 3° W.L. will be conducted
 using the following C-band center frequencies: 4197.0 MHz and 4194.5 MHz (Earth-to-space); and 6420 MHz and 6425 MHz (space-to-Earth).
 ABS Global Ltd. requests waiver of Section 25.210(f) of the Commission's rules, 47 CFR. § 25.210(f), in connection with its market access
 petition.

 Special Temporary Authority


 Intelsat License LLC requests special temporary authority for a period of 90 days to continue to: (1) conduct telemetry, tracking, and command
 operations necessary to drift the Galaxy 11 space station from the 60.1° E.L. orbital location, first to the 45.0° E.L. orbital location and then to
 the 44.9° E.L. orbital location, and to maintain it at these locations using the following center frequencies: 14.0005 GHz and 14.4985 GHz
 (Earth-to-space); and 11.701 GHz and 11.702 GHz (space-to-Earth); and, (2) provide fixed-satellite service via Galaxy 11 in the 13.75-14.5 GHz
 (Earth-to-space), and 10.95-11.2 GHz and 11.7-12.2 GHz (space-to-Earth) frequency bands first at the 45.0° E.L. orbital location and then
 during the drift to, and upon arrival at, the 44.9° E.L. orbital location.
