The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless

 Intelsat License LLC seeks authority to specify operations of the Intelsat 9 space station at the 29.5° W.L. orbital location, in an inclined orbit,
 instead of at its current location at 43.1° W.L. Intelsat 9 will operate at 29.5° W.L. in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz
 (Earth-to-space), 11.45-11.7 GHz (space-to-Earth), 11.7-12.2 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands.
 During the drift from the 43.1° W.L. to 29.5° W.L orbital location, Intelsat 9 will use the 11.7005-11.7025 GHz (space-to-Earth) and
 14.4945-14.005 GHz (Earth-to-space) for telemetry, tracking, and command. Intelsat also requests that the license term for Intelsat 9 be
 extended for two years, through July 31, 2019.

 Petition for Declaratory Ruling


 Spectrum Five LLC requests access to the U.S. market through a 17/24 GHz Broadcasting-Satellite Service (BSS) space station,
 BSSNET2A-95W, at the 95.15° W.L. orbital location. BSSNET2A-95W is authorized by the Netherlands. Spectrum Five seeks to access the
 U.S. market using the 17.3-17.7 GHz (space-to-Earth) and 24.75-25.25 GHz (Earth-to-space) frequency bands. Spectrum Five seeks to conduct
 telemetry, tracking, and command operations at the edges of these same frequencies.

 The Commission recently modified Section 25.137 to specify that a petition for declaratory ruling is the means to request U.S. market access
 through any type of non-U.S. licensed space station in any frequency band. Accordingly, we have changed Spectrum Five's IBFS file number
 from a Letter of Intent (LOI) to a Petition for Declaratory Ruling (PDR).
