                                              Foreign Carrier Affiliation Notification
Pursuant to the Commission's rules, the U.S. international carriers and submarine cable landing licensees listed below
filed with the Commission a notification of the affiliation they have or propose to have with foreign carriers. These
notifications are filed pursuant to Sections 63.11 and 1.768 of the Commission's rules, 47 C.F.R. Sections 63.11 and
1.768.

FCN-NEW-20110315-00002               E                 AST Telecom, LLC d/b/a Bluesky
Notification
Pursuant to Section 63.11 of the Commission's Rules, on March 15, 2011, American Samoa License Inc. (ASLI) notified the Commission of its
affiliation with SamoaTel Limited in the Independent State of Samoa. ASLI amended its notification on August 20, 2012, to notify the
Commission that effective May 10, 2012 the Independent State of Samoa became a member of the World Trade Organization, and therefore
ASLI withdrew its request for a finding of effective competitive opportunities. In addition, ASLI stated that SamoaTel Limited is now known
Bluesky Samoa Limited. AST Telecom, LLC d/b/a Bluesky (AST) amended the notification again on January 4, 2017. First, AST was
substituted for ASLI since ASLI has been merged into AST. See ITC-ASG-20160414-00138, International Authorizations Granted, Public
Notice, DA 16-530, 31 FCC Rcd 4672, 4673 (IB 2016). Second, AST withdrew the request to be classified as non-dominant on the American
Samoa-Samoa route. AST Telecom, LLC d/b/a Bluesky is classified as dominant on the American Samoa-Samoa route and shall comply with
the dominant carrier safeguards contained in Section 63.10(c) of the Commission's rules, 47 CFR § 63.10(c), on the American Samoa-Samoa
route.

Notification
Pursuant to section 1.768 of the Commission's rules, on March 16, 2011, AST Telecom, LLC d/b/a Bluesky (AST), American Samoa Hawaii
Cable, LLC (ASHC) and Samoa American Samoa Cable, LLC (SASC) notified the Commission of their affiliation with SamoaTel Limited in the
Independent State of Samoa. AST, ASHC and SASC amended the notification on August 20, 2012, to notify the Commission that effective May
10, 2012 the Independent State of Samoa became a member of the World Trade Organization, and therefore they withdrew their request for a
finding of effective competitive opportunities. In addition, they stated that SamoaTel Limited is now known Bluesky Samoa Limited. AST,
ASHC and SASC amended the notification again on January 4, 2017 to withdraw the request to be classified as non-dominant on the American
Samoa-Samoa route. AST Telecom, LLC d/b/a Bluesky, American Samoa Hawaii Cable, LLC and Samoa American Samoa Cable, LLC are
affiliated with a foreign carrier with market power in Samoa, a destination market of the American Samoa Hawaii Cable System, and shall
comply with the reporting requirements set out in Section 1.767(l) of the Commission's rules, 47 CFR § 1.767(l), for the American
Samoa-Samoa route.
