The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted. 47 C.F.R. § 25.154.

 Petition for Declaratory Ruling to be Added to the Permitted List


 HISPASAT, S.A. filed a Petition for Declaratory Ruling to access the U.S. market in order to provide fixed-satellite service via a space station
 authorized by Spain, HISPASAT 30W-6, at the 30° W.L. orbital location. HISPASAT 30W-6 would replace the capacity of the HISPASAT
 30W-4 space station (S2476) in the 13.91-14.5 GHz (Earth-to-space) and 11.7-12.2 GHz (space-to-Earth) Ku-band frequencies and provide
 additional capacity in the 6725-7025 MHz (Earth-to-space); 4500-4800 MHz (space-to-Earth); 13.0-13.25 GHz (Earth-to-space) and 11.2-11.45
 GHz (space-to-Earth) Appendix 30B frequencies. In addition, HISPASAT seeks to add the HISPASAT 30W-6 space station to the Commission's
 Permitted Space Station List. HISPASAT also requests a waivers of Section 2.106, footnotes US245 and NG52, and Section 25.210(f) of the
 Commission's rules, 47 CFR §§ 2.106, 25.210(f).

 EchoStar Satellite Operating Corporation requests special temporary operating authority, for a period of 180 days, to continue to conduct
 telemetry, tracking, and command operations necessary to maintain the EchoStar 3 Direct Broadcast Satellite space station as an in-orbit spare at
 the 61.8° W.L. orbital location using the following center frequencies: 12.201 GHz, 12.203 GHz, and 12.6999 GHz (space-to-Earth); and
 17.3015 GHz (Earth-to-space).
