 On September 8, 2016, the Satellite Division granted, subject to conditions, the application of DISH Operating L.L.C. to operate EchoStar 18 at
 the 61.35° W.L. orbital location instead of the initially authorized 109.9° W.L. orbital location. EchoStar 18 will operate as an in-orbit spare and
 use the following frequencies for telemetry, tracking, and command: 12.695 GHz, 12.696 GHz, 12.203 GHz, and 12.204 GHz (space-to-Earth);
 and 17.303 GHz (Earth-to-space). Command operations may also be conducted in the 17.791-17.796 GHz (Earth-to-space) frequency band.

 at the 61.8° W.L. orbital location.

On September 8, 2016, the Satellite Division designated the above-captioned proceeding as "permit-but-disclose" for purposes of the
Commission's rule governing ex parte communications. We find that designating this proceeding as "permit-but-disclose" will facilitate
communications with the parties concerning issues of broadly applicable policy. Thus, we designate IBFS File No.
SAT-LOA-20160622-00058, as "permit-but-disclose," effective September 8, 2016. See 47 C.F.R. §§ 1.1200(a), 1.1206 and 1.1208 note 2.
