September 2, 2016, to operate up to 100 Panasonic Single-Panel Antenna, model SPA, earth stations aboard aircraft (ESAA) on Canadian-based
WestJet Airlines when such aircrafts are present within the United States. The ESAAs will operate with the AMC-16 (S2181) satellite at the 85°
W.L. orbital location in the 14.0-14.5 GHz (Earth-to-space) and 11.7-12.2 GHz (space-to-Earth ) frequency bands; the Galaxy 16 (S2687)
satellite at the 99° W.L. orbital location in the 14.0-14.5 GHz (Earth-to-space) and 11.7-12.2 GHz (space-to-Earth ) frequency bands; the Galaxy
17 (S2175) satellite at the 91° W.L. orbital location in the 14.0-14.5 GHz (Earth-to-space) and 11.7-12.2 GHz (space-to-Earth ) frequency bands;
and the Eutelsat 172A (S2610) satellite at the 172º E.L. orbital location in the 14.0-14.5 GHz (Earth-to-space) and 10.95-11.2 GHz and
11.45-11.7 GHz (space-to-Earth ) frequency bands.

Panasonic was also granted special temporary authority to operate previously authorized Panasonic model PPA ESAAs on U.S.-registered
aircraft operating in Region 1 with the Telstar 12 Vantage (S2933) satellite at the 15° W.L. orbital location in the 14.0-14.5 GHz
(Earth-to-space) and 10.95-12.2 GHz (space-to-Earth) frequency bands.

All operations are conditioned as previously specified under IBFS File No. SES-STA-20160218-00143.
