Petition for Declaratory Ruling to be Added to the Permitted List
Grant of Authority Effective Date: 06/23/2016

Nature of Service: Direct to Home Fixed Satellite, Fixed Satellite Service

On June 23, 2016, the Satellite Division granted, with conditions, the petition of New Skies Satellites B.V. to access the U.S. market using the
SES-10 space station at the 67° W.L. orbital location. SES-10 is licensed by the administration of Colombia. Specifically, the Satellite Division
 (1) added SES-10 to the Commission's Permitted Space Station List in the 11.7-12.2 GHz (space-to-Earth) and 14.0-14.5 GHz (Earth-to-space)
frequency bands; (2) granted U.S. market access to provide direct-to-home services within the United States and between the U.S. and certain
 non-U.S. markets; (3) granted U.S. market access in the 10.95-11.2 GHz (space-to-Earth), 11.45-11.7 GHz (space-to-Earth) and 13.75-14.0 GHz
(Earth-to-space) frequency bands; and (4) granted U.S. market access in the 17.3-17.55 GHz (Earth-to-space) Appendix 30A frequency band to
provide fixed-satellite service, subject to specific earth station licensing. SES-10 will also have the capability to operate in the 27.85-28.35 GHz
(Earth-to-space) frequency band, but New Skies did not seek and was not granted U.S. market access for this frequency band.
