                                           Satellite Space Applications Accepted for Filing
The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted. 47 C.F.R. § 25.154.

 Launch and Operating Authority


 SES Americom, Inc. requests authority to deploy and operate the SES-11 space station at the 104.95° W.L. orbital location in the 11.7-12.2 GHz
 (space-to-Earth) and 14.0-14.5 GHz (Earth-to-space) frequency bands to provide fixed-satellite service and direct-to-home service. In addition,
 SES Americom seeks authority to conduct telemetry, tracking and command operations for SES-11 using the following center frequencies using
 linear polarization: 14.0005 GHz, 14.0035 GHz, 14.4975 GHZ, and 14.4995 GHz (Earth-to-space); and 11.703 GHz and 12.1985 GHz
 (space-to-Earth). SES Americom also seeks authority to use the same center frequencies using circular polarization during emergency and
 transfer/LEOP operations. SES-11 is capable of operating in the 18.3-19.3 GHz, 19.7-20.2 GHz, 28.35-29.1 GHz and 29.25-30.0 GHz
 frequency bands, but SES Americom does not request authority to operate SES-11 in these frequency bands. SES Americom requests a waiver
 of Sections 25.210(i)(l), 25.165(a), and 25.210(f), and Footnote NG165 of Section 2.106 of the Commission's rules in connection with its request.

 Petition for Declaratory Ruling to be Added to the Permitted List


 SES Satellites (Gibraltar) Ltd. petitions to add SES-11 at the 104.95° W.L. orbital location to the Commission's Permitted Space Station List to
 provide fixed-satellite service in the 3700-4200 MHz (space-to-Earth) and 5925-6425 MHz (Earth-to-space) frequency bands. Operations in the
 3700-4200 MHz (space-to-Earth) and 5925-6425 MHz (Earth-to-space) frequency bands are pursuant to a license from Gibraltar. Telemetry,
 tracking and command for SES-11 at 104.95° W.L. will be conducted using the following C-band center frequencies: 3701.5 MHz and 4199.9
 MHz (Earth-to-space); and 5926 MHz and 5927 MHz (space-to-Earth). SES Gibraltar requests waiver of Section 25.210(i)(l) of the
 Commission's rules, 47 C.F.R. § 25.210(i)(l), in connection with market access petition.

 EchoStar Satellite Operating Corporation requests special temporary operating authority, for a period of 180 days, to continue to conduct
 telemetry, tracking, and command operations necessary to maintain the EchoStar 3 Direct Broadcast Satellite space station as an in-orbit spare at
 the 61.8° W.L. orbital location using the following center frequencies: 12.201 GHz, 12.203 GHz, and 12.699 GHz (space-to-Earth); and 17.3015
 GHz (Earth-to-space).
