conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless

 Lockheed Martin Corporation and Leidos Holdings, Inc., seek Commission consent to the assignment of two space station licenses in the
 radionavigation-satellite service from Lockheed Martin to Abacus Innovations Corporation, to be a wholly owned subsidiary of Leidos.
 Following consummation of the "Reverse Morris Trust" transaction, approximately 50.5 percent of Leidos' outstanding stock is expected to be
 controlled by Lockheed Martin's pre-distribution shareholders. The remaining 49.5 percent of Leidos' outstanding stock would continue to be
 held by its existing shareholders. See also IBFS File No. SES-ASG-20160527-00471.

 Petition for Declaratory Ruling to be Added to the Permitted List


 SES Satellites (Gibraltar) Ltd. requests to access the United States market using the planned SES-15 space station at the 129.15° W.L. orbital
 location. SES-15 will be licensed by Gibraltar. SES requests the following: (1) addition of SES-15 to the Commission's Permitted Space
 Station List in the 11.7-12.2 GHz (space-to-Earth), 14.0-14.5 GHz (Earth-to-space), 18.3-18.8 GHz (space-to-Earth), 19.7-20.2 GHz
 (space-to-Earth), 28.35-28.6 GHz (Earth-to-space), and 29.25-30.0 GHz (Earth-to-space) frequency bands; (2) market access to provide
 direct-to-home service within the United States and between the U.S. and certain non-U.S. markets; and (3) market access in the 10.7-10.95 GHz
 and 11.2-11.45 GHz Appendix 30B frequency bands (space-to-Earth), in the 10.95-11.2 GHz and 11.45-11.7 GHz (Earth-to-space) frequency
 bands, and in the 27.5-28.35 GHz (Earth-to-space) frequency band, to provide fixed-satellite service subject to earth station-specific licensing.
 SES also seeks to conduct telemetry, tracking, and command operations necessary to maintain SES-15 at the 129.15° W.L. orbital location using
 the following center frequencies: 10700.5 MHz, 12199.5 MHz, and 20199.5 MHz (space-to-Earth); and 13999 MHz, 14001 MHz, and 14499
 MHz (Earth-to-space). SES requests waivers of Sections 2.106 (footnote NG52), 25.114(d)(14)(ii), 25.202(g), 25.210(i)(1), and 25.283(c) of the
 Commission's rules in connection with its requests.
