The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted. 47 C.F.R. § 25.154.

Launch and Operating Authority


Horizons-3 License LLC requests authority to construct, deploy, and operate a C- and Ku-band satellite, to be known as Horizons 3e, at the
169.0º E.L. orbital location. Horizons-3 seeks authority to provide fixed-satellite service via Horizons 3e using the following frequency bands:
3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10.85-11.7 GHz (space-to-Earth), 12.2-12.75 GHz (space-to-Earth),
12.92-13.25 GHz (Earth-to-space), and 13.75-14.5 GHz (Earth-to-space). Horizons-3 requests authority to conduct telemetry, tracking, and
command operations using the following center frequencies: 5925.5 MHz and 6424.5 MHz (Earth-to-space) and 4197.75 MHz, 4198.25 MHz,
4198.75 MHz, 4199.75 MHz, 11451.0 MHz, and 12200.25 MHz (space-to-Earth). Horizons-3 seeks waivers of Sections 25.210(i)(l),
25.210(a)(3), 25.202(a)(1), and 2.106 of the Commission's rules, in connection with this application.

DG Consents Sub, Inc. seeks to modify its Earth Exploration Satellite System authorization under Call Sign S2348 to: 1) change the name of the
GeoEye-2 space station to WorldView-4; 2) alter the orbit altitude; and 3) extend the launch and begin operations milestone from April 10, 2016
to November 10, 2016. DG Consents also seeks waivers of Sections 25.156, 25.157, and 25.217 of the Commission's rules.

Special Temporary Authority


Intelsat License LLC requests special temporary authority, for a period of 60 days, to conduct in-orbit testing of the Intelsat 31 space station at
the 76.5º W.L. orbital location using the following frequency bands: 3400-3700 MHz, 10.95-11.2 GHz, and 11.45-12.2 GHz (space-to-Earth);
and 6425-6725 MHz and 13.75-14.5 GHz (Earth-to-space). Intelsat also seeks to conduct telemetry, tracking, and command operations
necessary to maintain Intelsat 31 at the 76.5º W.L. orbital location during in-orbit testing, and to effect the drift of Intelsat 31 to the 95.05º W.L.
orbital location upon completion of in-orbit testing, using the following center frequencies: 11.19425 GHz, 11.1955 GHz, 11.19625 GHz, and
11.19675 GHz (space-to-Earth); and 13.9985 GHz and 14.006 GHz (Earth-to-space). Intelsat requests continued waivers of Sections
25.202(a)(1) and 25.210(f) of the Commission's rules in connection with this application.
