 Amendment

ORBCOMM License Corp. has filed a further amendment to its pending application to modify or waive the final milestone requirement placed
on its license for a Non-Voice, Non-Geostationary mobile-satellite service system (to bring all the second-generation satellites in the licensed
satellite system into operation). See IBFS File No. SAT-MOD-20111021-00207. ORBCOMM amends its modification to include a request that
the recent launch of its final 11 second-generation satellites constitute satisfaction of the final milestone requirement. In the alternative,
ORBCOMM seeks an extension of the deadline to meet the final milestone requirement until June 30, 2016.
