Digicel USA acknowledges that Bermuda Telephone Company has market power in Bermuda, but states that it only provides international switched services between the United States and Bermuda solely through the resale of unaffiliated U.S. facilities-based carriers' international switched services and therefore should be classified as non-dominant on the U.S.-Bermuda route pursuant to Section 63.10(a)(4) of the Commission's rules, 47 C.F.R. § 63.10(a)(4).
