Application for Authority Class of Station: Fixed Land-based Ship Earth Station Nature of Service: Fixed Satellite Service ISAT US, Inc. requests authority to operate earth stations aboard U.S.-registered maritime vessels to communicate with the U.K.-licensed Inmarsat-5 F2 geostationary orbit space station at the 55° W.L. orbital location. ISAT requests a blanket license to operate up to 16,000 earth stations on U.S.-registered vessels in U.S. territorial waters, including inland waterways, and in international waters. ISAT states the earth stations will transmit in the 29.5-30.0 GHz frequency band, and receive in the 19.7-20.2 GHz frequency band. ISAT proposes to operate on a non-conforming basis when the vessels are in motion and on a primary basis when the vessels are stationary. ISAT requests waivers of Sections 2.106 and 25.138 of the Commission's rules, and the Ka-band Frequency Plan. Also, in this application, ISAT explains that it also intends to use its earth stations on non-U.S.-registered maritime vessels in waters adjacent to the United States utilizing the same technical characteristics and operating parameters as described above. As a result, ISAT also seeks a waiver of the Ka-band Plan and Section 2.106 of the Commission's rules, with respect to its operations on non-U.S.-registered maritime vessels.
