The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted. 47 C.F.R. § 25.154.

 Launch and Operating Authority


 Skynet Satellite Corporation requests authority to construct, launch and operate a geostationary-satellite orbit space station, Telstar 12 Vantage,
 at the 15° W.L. orbital location. Skynet seeks authority to operate Telstar 12 Vantage using the 10.95-11.2 GHz (space-to-Earth), 11.45-12.2
 GHz (space-to-Earth), 13.75-14.5 GHz (Earth-to-space), 19.7-20.2 GHz (space-to-Earth), and 29.25-30.0 GHz (Earth-to-space) frequency bands.
 Skynet also requests to operate in the 28.35-28.9 GHz (Earth-to-space) band on a secondary basis, and the 18.8-19.1 GHz (space-to-Earth) band
 on a non-conforming, non-interference basis. Telstar 12 Vantage also plans to use the 13.0-13.25 GHz (Earth-to-space) and 11.2-11.45 GHz
 (space-to-Earth) Appendix 30B Plan frequencies outside of the United States, but Skynet does not seek operating authority for these bands.
 Skynet seeks waivers of Sections 25.283(c) and 2.106 Footnote NG165 of the Commission's rules.

 Modification


 DIRECTV Enterprises, LLC seeks to modify its authorization for the DIRECTV-RB1 space station in the 17/24 GHz Broadcasting-Satellite
 Service at the 99.235 W.L. orbital location to demonstrate compliance with the technical rules and information requirements adopted in the
 17/24 GHz BSS Second Report and Order, FCC 11-93, 26 FCC Rcd 8927 (2011), and to reduce the east-west station keeping tolerance to 0.025
 degrees. DIRECTV requests a partial waiver of Sections 25.264(a) and (c) of the Commission's rules.
