 On October 23, 2014, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 30
 days, to continue to: (1) provide Fixed-Satellite Service, on a temporary basis, via the Intelsat 706 space station while located at the 156.9.0º E.L.
 orbital location using the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10.95-11.2 GHz (space-to-Earth), 11.45-11.7
 GHz (space-to-Earth), 12.5-12.75 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands; and (2) conduct telemetry,
 tracking, and command operations necessary to maintain the Intelsat 706 space station at the 156.9º E.L. orbital position, using the following
 center frequencies: 3947.5 MHz, 3948.0 MHz, 3952.5 MHz, and 3952.0 MHz (space-to-Earth); and 6173.7 MHz and 6176.3 MHz
 (Earth-to-space).

 On October 23, 2014, the Satellite Division granted, with conditions, special temporary authority to XM Radio LLC for a period of 30 days to
 continue to perform telemetry, tracking, and command operations necessary to maintain its Satellite Digital Audio Radio Service (SDARS) space
 station, XM-2, at the 27° W.L. orbital location in preparation for deorbit maneuvers, using the following center frequencies: 2339.2 MHz, 2339.7
 MHz, 2344.0 MHz, 2344.5 MHz (space-to-Earth); and 7049.0 MHz and 7074.0 MHz (Earth-to-space).

On October 23, 2014, the Satellite Division determined that Intelsat License LLC was unable to meet the launch and operation milestone
associated with its Intelsat 27 space station at the 55.5° W.L. orbital location due to circumstances beyond its control. Specifically, on
February 1, 2013, the Intelsat 27 space station failed to launch successfully and was destroyed prior to reaching orbit. The Satellite
Division previously determined that Intelsat License LLC had met the first three milestones for this space station. Consequently, Intelsat
License LLC may release the bond associated with Call Sign S2827, as provided in the Amendment of the Commission's Space Station
Licensing Rules and Policies, First Report and Order and Further Notice of Proposed Rulemaking, IB Docket No. 02-34, 18 FCC Rcd
10760 (2003); Amendment of the Commission's Space Station Licensing Rules and Policies, First Order on Reconsideration and Fifth
Report and Order, IB Docket No. 02-34, 19 FCC Rcd 12637 (2004).

SAT-LOI-20140326-00034                S2923           Inmarsat Hawaii Inc.
On October 20, 2014, Inmarsat Hawaii, Inc. declined its September 18, 2014 market access grant for service in the United States using a
proposed Ka-band geostationary orbit fixed-satellite service space station, INMARSAT-KA 63W (Call Sign S2923), that would operate
under the authority of the United Kingdom at the 62.85° W.L. orbital location. Letter from Christopher J. Murphy, Vice President,
Government Affairs, Inmarsat, to Marlene H. Dortch, Secretary, FCC (dated Oct. 20, 2014). The market access grant specified the
18.3-18.8 GHz and 19.7-20.2 GHz (space-to-Earth), and the 28.35-28.6 GHz and 29.5-30.0 GHz (Earth-to-space) frequency bands on a
primary basis; the 28.1-28.35 GHz and 28.6-29.1 GHz (Earth-to-space) frequency bands on a secondary basis; and the 18.8-19.3 GHz
(space-to-Earth) frequency band on a non-conforming basis. These frequencies at the 62.85° W.L. orbital location are now available for
reassignment pursuant to the Commission's first-come, first-served licensing process, effective 2:00 p.m. EDT on Tuesday, October 28,
2014. At that time, applicants may file applications for new space stations, market access by non-U. S. licensed space stations,
modifications to licensed space stations, or amendments to pending applications taking this announcement into account. Applications for
the spectrum filed prior to this date and time will be dismissed as premature without prejudice to refiling.
