 Nature of Service:      Fixed Satellite Service


 On September 18, 2014, the Satellite Division granted, with conditions, Inmarsat Hawaii's request for market access to the United States using a
 proposed Ka-band geostationary orbit space station, INMARSAT-KA 63W, which will operate under the authority of the United Kingdom at the
 62.85° W.L. orbital location. Inmarsat is granted access to the U.S. market to provide Fixed-Satellite Service using the 18.3-18.8 GHz and
 19.7-20.2 GHz (space-to-Earth), and the 28.35-28.6 GHz and 29.5-30.0 GHz (Earth-to-space) frequency bands on a primary basis; the
 28.1-28.35 GHz and 28.6-29.1 GHz (Earth-to-space) frequency bands on a secondary basis; and the 18.8-19.3 GHz (space-to-Earth) frequency
 band on a non-conforming basis.

Nature of Service:       Mobile Satellite Service


On September 18, 2014, the Satellite Division granted in part and deferred in part the amended application of ORBCOMM License Corp., IBFS
File Nos. SAT-MOD-20111021-00207 and SAT-AMD-20130212-00020, to modify its authorization for a non-voice, non-geostationary
Mobile-Satellite Service (Little LEO) system. Specifically, the Satellite Division extended to July 14, 2014, the fourth milestone in
ORBCOMM's authorization for next-generation satellites, which required completed construction and launch of the first two satellites.
ORBCOMM's remaining request for waiver of the final milestone, requiring certification that the entire next-generation system is operational,
was deferred. In addition, ORBCOMM's pending requests in IBFS File No. SAT-AMD-20120809-00125, for modification or waiver of the
fourth milestone, were dismissed as moot.

On September 18, 2014, the Satellite Division granted the application of Globalstar Licensee LLC to modify its authorization for "Big LEO"
non-geostationary orbit Mobile-Satellite Service space stations by extending the 15-year license term approximately eleven and a half years,
through October 4, 2024. Globalstar is licensed for service links in the 1610-1618.725 MHz (Earth-to-space) and 2483.5-2500 MHz
(space-to-Earth) frequency bands.

On September 18, 2014, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 30
days, to continue to: (1) conduct telemetry, tracking, and command operations necessary to maintain the Intelsat 706 space station at the 156.9º
E.L. orbital position, using the following center frequencies: 3947.5 MHz, 3948.0 MHz, 3952.5 MHz, and 3952.0 MHz (space-to-Earth); and
6173.7 MHz and 6176.3 MHz (Earth-to-space); and (2) provide Fixed-Satellite Service, on a temporary basis, via the Intelsat 706 space station
while located at the 156.9.0º E.L. orbital location in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10.95-11.2 GHz
(space-to-Earth), 11.45-11.7 GHz (space-to-Earth), 12.5-12.75 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands.

The Satellite Division has determined that ORBCOMM has met the fourth milestone (complete construction of and launch the first two
satellites) associated with its authorization for next-generation non-voice, non-geostationary Mobile-Satellite Service (Little LEO) space
stations and may reduce the bond amount by $1,000,000 as provided in the Amendment of the Commission's Space Station Licensing
Rules and Policies, First Report and Order and Further Notice of Proposed Rulemaking, IB Docket No. 02-34, 18 FCC Rcd 10760 (2003);
Amendment of the Commission's Space Station Licensing Rules and Policies, First Order on Reconsideration and Fifth Report and Order,
IB Docket No. 02-34, 19 FCC Rcd 12637 (2004). The Satellite Division previously determined that ORBCOMM had met the Contract
Execution, Critical Design Review, and Commence Construction milestones. Accordingly, ORBCOMM may reduce its bond to a value of
$1,000,000.

On September 18, 2014, the Satellite Division designated the above-captioned proceeding as "permit-but-disclose" for purposes of the
Commission's rules governing ex parte communications. We find that designating this proceeding as "permit-but-disclose" will facilitate
communications with the parties. Thus, we designate IBFS File No. SAT-RPL-20140221-00026 as "permit-but-disclose," effective
September 18, 2014. See 47 C.F.R. §§ 1.1200(a), 1.1206 and 1.1208 note 2.
