Amendment


Orbital Communications Corporation (Orbcomm) has filed an amendment to its pending application to modify its authorization to
construct, launch and operate it Non-Voice, Non-Geostationary Mobile Satellite System. (See File No. SAT-MOD-19990318-00029,
Public Notice, Report No. SAT-00016, April 27, 1999). In this amendment, Orbcomm requests authority to implement a fourth 45
degree inclined plane in addition to the equatorial plane, and to space the four inclined planes 90 degrees apart. Also, Orbcomm
proposes to reduce -- from eight to four -- the number of satellites in each of the two highly inclined planes.
