 Amendment
Grant of Authority Effective Date: 03/26/2014

Nature of Service: Mobile Satellite Service

On March 26, 2014, the Satellite Division granted an amendment to Orbcomm License Corp.'s pending application, IBFS File No.
SAT-MOD-20111021-00207, that seeks to modify its authorization for a non-voice, non-geostationary mobile satellite service (Little LEO)
system. The Satellite Division granted authority to modify the target orbital inclination of 17 satellites from 51.6 degrees to 47 degrees, with a
target operational orbital altitude of 715 kilometers. In addition, in light of the imminent launch of six satellites, the Satellite Division partially
waived the fourth milestone in the Orbcomm Next Generation License, with that waiver limited to the six satellites proposed for imminent
launch. As a result of grant of this amendment, Orbcomm's modification application is granted in part and deferred in part.
