The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless

 Modification


 EchoStar Satellite Operating Corporation requests modification of its authorization for its EchoStar 15 satellite to permit repointing of its beams.
 EchoStar 15 is currently authorized to operate at the 45.1° W.L. orbital location in the 12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz
 (Earth-to-space) frequency bands. EchoStar states that EchoStar 15's two downlink beams will remain pointed towards Brazil, but the downlink
 beam contours will change. In addition, EchoStar 15's two feeder uplink spot beams will be centered over Brazil, and feeder link
 communications with U.S. earth stations will no longer be required. EchoStar states that telemetry, tracking, and command operations for
 EchoStar 15 will continue to be performed from existing authorized U.S. earth stations.

 Petition for Declaratory Ruling to be Added to the Permitted List


 On November 20, 2013, Satélites Mexicanos, S.A. de C.V. filed a notification of planned change in control of its satellites that appear on the
 Commission's Permitted Space Station List: Satmex 5 at 114.9° W.L. (S2589), Satmex 6 at 113° W.L. (S2695), and Satmex 8 at 116.8° W.L.
 (S2873). All three satellites are licensed by Mexico. Satélites Mexicanos states that its indirect ownership and control will be transferred to
 Eutelsat S.A. Pursuant to Section 25.137(g) of the Commission's rules, the Satellite Division seeks comment on whether the planned transaction
 will affect any of the considerations made when the satellites were added to the Permitted List and allowed to enter the U. S. market. See also

 Special Temporary Authority


 Intelsat License LLC requests special temporary authority, for a period of 74 days, commencing January 1, 2014, to continue to operate the
 Galaxy 26 space station at the at the 50.0 E.L. orbital location in the 11.7-12.2 GHz (space-to-Earth) frequency band, pursuant to an agreement
 between Intelsat and Al Yah Satellite Communications Company PrJSC. Intelsat states that the proposed operations will be in accordance with
 the conditions imposed as part of its current authorization for Galaxy 26 to operate at this orbital location. See IBFS File No.

 EchoStar Satellite Operating Corporation requests special temporary authority, for a period of 180 days, to continue to conduct telemetry,
 tracking, and command operations necessary to maintain the EchoStar 3 Direct Broadcast Satellite space station as an in-orbit spare at the 61.8º
 W.L. orbital location using the following center frequencies: 12.201 GHz, 12.203 GHz, and 12.699 GHz (space-to-Earth); and 17.3015 GHz
 (Earth-to-space).

 Iridium Constellation LLC requests special temporary authority for a period 180 days to operate six space stations in its non-geostationary
 satellite orbit constellation in a manner consistent with the updated orbital debris mitigation plan that Iridium has submitted to the Commission
