 Special Temporary Authority
Grant of Authority Effective Date: 08/08/2013

On August 8, 2013, the Satellite Division granted special temporary authority to Iridium Constellation LLC, for a period of 60 days, to modify
the operations of its "Big LEO" non-geostationary satellite orbit constellation. Specifically, Iridium is authorized to continue to operate its
satellite, SV023, as a non-transmitting spare satellite, approximately 300 kilometers behind satellite SV094 and at an altitude of approximately
 778 kilometers.

INFORMATIVE:

The Satellite Division authorized Intelsat Licensee LLC (formerly PanAmSat Licensee Corp.) to operate the Intelsat 5
space station (Call Sign S704) at the 169.0° E.L. orbital location using, among other frequencies, the 10.7-10.95 GHz
(space-to-Earth), 11.2-11.45 GHz (space-to-Earth), 11.45-11.7 GHz (space-to-Earth), and 12.75-13.25 GHz
(Earth-to-space) frequency bands. See IBFS File No. SAT-MOD-20080725-00150, granted Oct. 17, 2008. On October
31, 2012, Intelsat relocated Intelsat 5 from the 169.0° E.L. orbital location. Intelsat is not operating, nor does it indicate
any intent to operate, another satellite at the 169.0° E.L. location using the 10.7-10.95 GHz (space-to-Earth), 11.2-11.45
GHz (space-to-Earth), 11.45-11.7 GHz (space-to-Earth), and 12.75-13.25 GHz (Earth-to-space) frequency bands that
were used by the Intelsat 5 space at this location. See Application of Intelsat License LLC to Modify Authorization for
Intelsat 8, IBFS. File No. SAT-MOD-20120619-0010, as amended by IBFS File No. SAT-AMD-20120815-00131.

Accordingly, the 10.7-10.95 GHz (space-to-Earth), 11.2-11.45 GHz (space-to-Earth), 11.45-11.7 GHz (space-to-Earth),
and 12.75-13.25 GHz (Earth-to-space) frequency bands at the 169.0° E.L. orbital location are now available for
reassignment pursuant to the Commission's first-come, first-served licensing process effective 2:00 p.m. EDT on
Tuesday, August 13, 2013. At that time, applicants may file applications for new space stations, market access by
non-U.S. licensed space stations, modifications to licensed space stations, or amendments to pending applications taking
this announcement into account. Applications for the spectrum filed prior to this date and time will be dismissed as
premature without prejudice to re-filing.
