Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:

Th operation will transmit and receive sigals reflected from the earth within a100 ft. of the transmitter in order to process and display terrain images (reflectivity maps) that demonstrate resolutions commensurate with the millimeter transmitted wavelength. The antenna feed is less than 3 meters above the building and oriented negative 12 degrees fom horizontal and 120 degrees clockwise from North in azimuth.
