Please explain in the area below why an STA is necessary:
Robinson Helicopter Company is a manufacturer of civil helicopters in Torrance, CA. We are in the process of obtaining FAA approval for installation of an autopilot system in our model R66 helicopter. Part of the certification process is testing to ensure the system is not adversely affected by high intensity radiated fields (HIRF). Reference Code of Federal Regulations, Title 14, Part 27, 27.1317. The tests to be conducted include the use of swept frequencies from 500 KHz to 18 GHz with the exception of prohibited frequency bands. Testing using widely spaced discrete frequencies would miss possible critical resonant frequencies. The proposed testing will include the following. From approximately 500 KHz to 400 MHz, the aircraft under test will be illuminated with a known low level swept frequency electromagnetic field and the resulting induced cable bundle currents will be measured on the aircraft using current probes. The following frequencies will be excluded from the test in order to guarantee no interference with other users and to minimize coordination logistics: 137 – 138 MHz 225 – 328.6 MHz 335.4 – 399.9 MHz For the excluded frequencies, induced currents can be estimated by interpolating between test points From 100 MHz to 18 GHz, the aircraft under test will be illuminated with a known low level swept frequency electromagnetic field and the resulting electromagnetic field strengths will be measured within the various compartments of the aircraft. Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
The purpose of this STA is to perform Low Level Swept Coupling (LLSC) testing on a Code of Federal Regulations Title 14, Part 27 helicopter in order to demonstrate compliance with regulations 27.1317 for a High Intensity Radiated Field (HIRF) environment. The purpose of performing Low Level Swept Coupling (LLC) testing on an aircraft is for HIRF threat development for equipment installed on the applicable aircraft. The results of the LLC testing are then extrapolated to the applicable external HIRF environment to establish the equipment level HIRF threat. In a laboratory, Garmin Avionics and applicable aircraft interface equipment will then be tested to the HIRF test levels per the results of the aircraft threat development. Additional applicable information is found in Exhibits 1 and 2 of this application.
