Please explain in the area below why an STA is necessary:
Robinson Helicopter Company is a manufacturer of civil helicopters in Torrance, CA. We are in the process of obtaining FAA approval for installation of a Bendix/King KTR 909 UHF radio in our model R44 helicopter. In order to do so, we will need to conduct some transmission tests to verify that the radio does not interfere with any other aircraft systems. The KTR 909 is an AM transceiver which can broadcast in the 225 to 400 MHz band with about 8 watts of transmit power. This band is allocated for military aviation use. Since it is not the standard US civil aviation band, we will need an STA in order to conduct our tests.

Please explain the purpose of operation:
I have contacted the military frequency coordinator and been told that they will support my application to the FCC for a Special Temporary Authorization to flight test the radio. Expected test window is late August through September, and the tests will consist of short transmissions in the blind, to a second test aircraft, or to our factory radio room on the ground. We will not be selling the radio in the US, but need permission to test in order to deliver an “FAA-approved” radio installation.
