Please explain in the area below why an STA is necessary:

PureWave is a manufacturer of telecommunications equipment. Specifically we are designing an LTE band 14 eNodeB and would like to test the eNodeB in outdoor conditions. An STA is necessary as the band is under the control of firstnet that received access to it nationwide.
