Please explain in the area below why an STA is necessary:

Transmitting authorization will be used to a proprietary passive radar system direction finding algorithm. The equipment representative of a transmitting radar will operate from a fixed location. The signal will be received and processed by passive Northrop Grumman equipment, both fixed on the ground and on board a test aircraft.

Please explain the purpose of operation:

The purpose is to test, demonstrate and evaluate a direction finding algorithm for radar applications. *NOTE* A 5-megahertz channel anywhere within the 420 - 450 MHz range will enable these tests. We are applying for 425- 430 MHz based on our belief that this 5 megahertz may be utilized less than some of the other frequencies within this range.
