Please explain in the area below why an STA is necessary:
This application is for temporary operation of a communications direction finding calibration station. The application would be in the name of Northrop Grumman Corporation, and would be conducted to fulfill the contractual requirements of a contract between this company and the US Army Communication and Electronics Command in Fort Monmouth NJ. The ultimate customer for this effort is the Drug Enforcement Agency.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
NGC needs to operate CW transmitters to be located in the vicinity of Clarksville, MD airport. Periods of operation would be limited to some subset of 12:01 AM to 6:00 AM as required by the license to operate. Operation would take place 7 days a week for approximately 1.5 months. The overall frequency range for the operation would be 2 MHz to 3000 MHZ with 14 of 350 selected frequencies active at any given time, each with a duty cycle of 16%. There will be two transmitters active most of the time to create two sets of 7 frequencies in one or two bands at a time. One band will be HF through 88 MHz, and the other will be 88 MHz to 3000 MHz. Spacing of the frequencies will be 4% from 2 to 5 MHz and 2% for the rest of the bands. Each frequency of each set of 14 would have a transmission on-time of 1.25 seconds followed by an off time of 6.75 seconds. The pattern repeats each 8 seconds for a total of approximately 35 minutes, when a new set of 14 frequencies begins transmission after a 5 minute set up time. Each set of 14 frequencies would operate for less than 40 minutes, at each of the two polarizations, when the frequency is below 88 MHz - on in vertical polarization above that. The modulation would be CW. Power levels would be 100 watts from 2 to 100 MHz, 50 watts from 100 to 600 MHz, and 20 W from 600 to 3000 MHz. The antenna type would be omnidirectional in HF and Log Periodic in VHF, UHF and S bands. If any frequency is occupied at the time of intended transmission, the calibration generator will be off tuned in increments of 0.01MHz until a clear frequency is located. The generator operators will maintain UHF or VHF contact with the aircraft under calibration and will continuously monitor guard frequencies of 243 MHz and / or 121.5 MHz for any call for cessation of operation. The aircraft will also monitor the active FAA controller frequency for the area and altitude in use. The aircraft will fly in the outer ring of the Terminal control areas for Baltimore Washington International and Dullas airport. The aircraft will operate at 12,000 feet altitude, and will be restricted to visual flight rules at all times. We appologize for the late submission of this request and ask that the application be given expedited consideration. The aircraft was to have been calibrated at an existing site in Texas, but that site is not available because of scheduling conflicts.
