Please explain in the area below why an STA is necessary:
MIT Lincoln Laboratory seeks a Special Temporary Authority to transmit HF Sounding Signals from White Sands Missile Range, NM, NAS Key West, FL, in support of experimental HF system testing. The MIT Lincoln Laboratory team will provide ionospheric and frequency de-confliction knowledge in support of frequency selection. The sounding is critical to interpretation of the collected test data.

Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
The goal of the testing is to improve HF System performance. The objective of this frequency authorization request is to provide ionospheric channel information that informs testing and interpretation of test results. Testing will be done during the night. MIT Lincoln Laboratorys sounding will be performed prior to MIT Lincoln Laboratorys testing and immediately following their testing. between 2.5 MHz and 28 MHz (exact frequency bands within this range specified in the STA below) for Camp Grafton, ND between 26 July and 30 September 2019. The test is planned to include a series of Over-the-Air (OTA) MIMO demonstrations, each testing new communications waveforms on a not-to-interfere basis. The maximum bandwidth requested for these waveforms is 98 kHz, all the way down to 3 kHz. Mitigation of fast fading and improved signal throughout will be investigated using polarization diversity techniques and orthogonally coded waveform designs. We will also perform ionospheric sounding for channel characterization, waveform calibration, and for purposes or operating on a non-interference basis.
