Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The MIT Lincoln Laboratory seeks an extension of this Special Temporary Authority to transmit HF Sounding Signals from Christmas Valley, OR in support of experimental HF system testing. The MITLL team will provide ionospheric and frequency de-confliction knowledge in support of frequency selection. The sounding is critical to interpretation of the collected test data. There will be two sounders, one for low band, 5 MHz to 20 MHz, and one for high band, 10 MHz to 35 MHz. This application is for the low band sounder, 5 MHz to 20 MHz. We are pursuing a 1494 for this system and need the STA until the 1494 is granted.

Please explain the purpose of operation:
The goal of the testing is to improve HF System performance. The objective of this frequency authorization request is to provide ionospheric channel information that informs testing and interpretation of test results. Testing will be done during the day or the night. MITLLs channel sounding will be performed prior to MIT Lincoln Laboratory testing and immediately following their testing on a non-interference basis.
