Please explain in the area below why an STA is necessary:

The Johns Hopkins University Applied Physics Laboratory (JHU/APL) is working on developmental radar signal processing. As part of this process it needs temporary on-air transmissions to account for atmospheric and propagation effects. We estimate on-air activities should not exceed a three month period.
