Please explain in the area below why an STA is necessary:

JHU/APL is under contract with the Navy to develop and field a low power, dual-band (X and Ka) radar system for making environmental measurements. An STA is being sought to allow for engineering checkout and long-term testing of the system.

Please explain the purpose of operation:

The primary purpose of the experiment is to improve the Navy’s understanding of the environmental dependence of radar scattering from the ocean surface. The radar system is a new development and will need to undergo functional engineering testing involving radiating over a period of one or two days in both bands at JHU/APL facilities in Laurel, MD as well as a test facility near Chesapeake Beach, MD. Once testing is complete and the system is working as intended, it will be deployed on an oil platform in the Gulf of Mexico for a period of 75 days in order to capture a wide variety of environmental conditions.
