Please explain in the area below why an STA is necessary:
Aircraft Flight testing to tune the performance of the Aircraft Avionic systems, and then demonstrate their acceptable performance is required. Wichita KS has been identified as the most efficient location to perform these test activities. The 4 month period between Sept. 17, 2012 through Dec. 22, 2012 has been identified for these test activities. Honda Aircraft Company is seeking license approval to transmit the flight test data to Honda Ground Telemetry Receiving systems, per the License application. The limited duration of testing to be performed does not warrant the long term coordination of the frequency spectrum of a new license.

Honda Aircraft Company, as part of the Development and Certification of the Model HA420 aircraft, has the need to perform testing of the Flight Test Aircraft in order to tune the performance of the Aircraft Avionic systems, and then demonstrate their acceptable performance. Honda Aircraft?s major avionics supplier?s test facilities are based out of the Hutchison KS area. In order to efficiently accomplish the tuning of the systems performance, and to perform the necessary flight tests, Honda Aircraft wants to perform these flights based out of Wichita, KS (Colonel James Jabara Airport - KAAO Airport). The operation of the HondaJet Model HA420 requires the monitoring of on-board aircraft and engine systems during the test flights for safety monitoring and performance evaluation, which requires the transmission of the on-board data system stream.
