Please explain in the area below why an STA is necessary:
Flight Tests are required in order to tune the performance of the Aircraft Avionic, Engine, Brakes, and Steering systems, and to then demonstrate their acceptable performance, for Takeoff, Landing, and Ground Handling characteristics of the aircraft. The airport characteristics (Elevation, Runway lengths, and relative remote location in regards to other aircraft operations) is a prime consideration for performing these tests efficiently and safely.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
These tests will be primarily within the local area of KROW airport, with altitudes at, or below, 18000 ft {5 486 meter}, but testing requirements may range from ground to 45000 ft {13716 meter} for cruise & general maneuvers / systems operation as well as for the transit to/from KROW. Tests will be included at intermediate altitudes within that envelope, and runway field operations (takeoff/landing) which are required as part of the FAA certification process.
