Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:

This application is to support the development of a hybrid rocket motor and flight system. This license will encompass two parts: radio communication between ground crew as well as telemetry data. To support short and long range line-of-sight operations a hybrid directional and omni-directional ground transceiver combined with an airborne omnidirectional transceiver. This communications system will provide both command and control as well as telemetry data.
