Please explain in the area below why an STA is necessary:
The Program of Record (POR) supports the Department of Defense (DoD) protected military satellite communications infrastructure. The experiments/testing proposed are to support qualification of the design to the requirements set forth in MIL-STD-188-125-1 as levied by the USG agency. The subject project is being provided to the US Air Force in support of protected military satellite communications ground terminals (fixed sites) at existing facilities. These terminals being provided to the USAF have High-Altitude Electromagnetic Pulse (HEMP) requirements for “operate through” conditions and must be verified in accordance with MIL-STD-188-125-1. Due to program anonymity requirements further details about the program and the contract number cannot be provided. The POR is under aggressive schedule constraints due to the urgent need for fielded systems. The USAF initially contracted another Prime Contractor for the system in 2002 with expected fielding by 2007. After final termination of the original prime contractor, a second prime contractor began development in 2012 and is due for a production decision later this year. As part of that decision, successful verification of the HEMP requirements must be complete. As such, an immediate need for a temporary authorization is required to complete the test objectives in the HEMP testing, and it is hoped that this urgent USAF need will provide preference to the processing of the application.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
Continuous wave immersion (CWI) testing will be performed on undisclosed equipment at the specified location. This CWI testing is in accordance with MIL-STD-188-125-1, Appendix C. The testing involves antenna transmission at frequencies between 100 kHz and 1 GHz. One of the main purposes of the test is to measure and analyze electrical currents that are induced in conductive lines as a result of the transmitted EM radiation and to evaluate these currents to determine certain threats to the equipment under test. Approximately 200 frequencies will be used within the 100 kHz to 1 GHz frequency band, and these frequencies will be approximately evenly spaced. The 200 frequencies will be swept through approximately 300 times or less. The duration of each sweep will be 3 minutes or less. The transmitting antenna will remain in one fixed location throughout the testing operation. The antenna will be elevated to a height of approximately 18 feet off of the ground. The transmitting antenna will be connected to a power source that is not capable of outputting more than 50 W of power, therefore the total electromagnetic signal that is transmitted will be less than or equal to 50 W.
