Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
CenGen is responding to the Defense Advanced Research Projects Agency's (DARPA) Strategic Technology Office (STO) solicitation for proposals under the Broad Agency Announcement (BAA) process for BAA 08-21, titled Mobile Ad hoc Interoperability Network GATEway (MAINGATE). One requirement for MAINGATE is interoperability with public safety radio networks. Specifically with the 4.9 GHz Public Safety of equipment. A major portion of the proposal response will be a live, field demonstration of a prototype system which will include 4.9 GHz Public Safety radios. Therefore, CenGen is requesting authorization to operate radios in this 4.9 GHz band (4.940 - 4.990 MHz). Since the live, field demonstration is a short duration exercise, an experimental or permanent license is not required or requested. This request is similar to the license application; STA Confirmation Number EL649873; STA File Number 0335-EX-ST-2008; Date of Submission June 26, 2008.
