Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
CenGen is responding to the Defense Advanced Research Projects Agency's (DARPA) Strategic Technology Office (STO) solicitation for proposals under the Broad Agency Announcement (BAA) process for BAA 08-21, titled Mobile Ad hoc Interoperability Network GATEway (MAINGATE). One requirement for MAINGATE is interoperability with public safety radio networks. Specifically with the 800 MHz Public Safety (P25 Family) of equipment. A major portion of the proposal response will be a live, field demonstration of a prototype system which will include 800 MHz Public Safety radios. Therefore, CenGen is requesting authorization to operate radios in this 800 MHz band (806 - 870 MHz). Since the live, field demonstration is a short duration exercise, an experimental or permanent license is not required or requested.
