Please explain in the area below why an STA is necessary:

This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of the frequencies in television channel 20 for the purpose of providing logistics support for the televised network coverage of the New Years Eve celebration in New York, NY for the period of December 30, 2009 through January 2, 2010. Broad Comm provides radio frequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm and others similar requests for several previous events. The number of units requested is due to the magnitude of this event.
