Please explain in the area below why an STA is necessary:
BRE is a contractor for the U.S. Department of Defense. We have developed signal locating equipment under contract, and wish to demonstrate its ability to locate GSM Phones. As GSM is being phased out in the U.S., there are few or no available functioning GSM cells with which to test/demonstrate. BRE plans to demonstrate our equipment by using a USRP software-defined Radio, along with the OpenBTS software, to operate a GSM base station in a very restricted mode, enabling only a single GSM phone (our phone, the one to be located) to join the OpenBTS station. Transmit power from the OpenBTS GSM base station will be minimized by locating the GSM handset in close proximity to the OpenBTS Base Station and manually controlling the base station transmit power to the minimum required to communicate with the GSM handset. The GSM handset is an un-modified commercial device. We intend to operate this equipment at the DoDs Trident Spectre demonstration/experiment (https://www.tridentspectre.org/Pages/default_anon.aspx), to be held at Ft. Story, Virginia, from 29 April - 10 May 2019. We provide some buffer around this planned demonstration window to allow for pre-demonstration testing, and afterwards for follow-up demonstrations with our customer, as required.

Please explain the purpose of operation:
Objective of the demonstration is to show ability to locate GSM handset. However, in order to demonstrate this, the handset must be operating normally - associated with a GSM base station. As GSM is being phased out in the U.S., we need to supply our own GSM base station (leveraging OpenBTS and a Software-Defined Radio).
