Please explain in the area below why an STA is necessary:

The application for regular or permanent authority to operate the earth station cannot be processed and granted prior to the deployment of the next two Landmapper satellites scheduled to launch November 28, 2017 and December 15, 2017 respectively . Accordingly, an STA is necessary for Astro Digital to communicate with those satellites, including for in-orbit testing and transmission of telemetry, tracking, and command signals.
