Please explain in the area below why an STA is necessary:
Operation under special temporary authorization is necessary and appropriate in this case because Zhone Technologies needs to begin its program of experimentation as soon as possible to meet its product development timeline and because the experimentation is expected to be completed within six months. Zhone Technologies is developing a fixed base microwave path telecommunications product for the U.S. and international marketplace. Zhone technologies is requesting authority to operate a fixed point-to-point 23 GHz microwave path at its Oakland, California facility to test and validate operation of the microwave radio product during the development phase.
