Subject: Special temporary authorization to operate a prototype wireless camera system in the
            2.506 to 2.594 GHz band

            Dear Mr. Huie,

This e—mail is in response to the inquiries discussed during our telephone
conversation earlier this week concerning the operation of the wireless
            camera system.

            1. The cities where the wireless camera will be operated are:

                    Chicago, Illinois July 8—13, 2002
New York City, New York July 14—18, 2002
                    Washington DC July 18—23, 2002
                    Baltimore, Maryland July 18—23, 2002
                    Atlanta, Georgia July 23—26, 2002
                    Dallas, Texas
                    Los Angeles, California
                    San Francisco, California
                    Salt Lake City, Utah

This is the current plan of schedule. If there is a date opposite the city,
the test dates have already been planned. otherwise, tests will be in the
            fall (after mid—September).

            2. From a technical point of view, we would like to test at the 2.5GHz band
because it is next to the 2.4GHz, not difficult to produce and it works very
            well.
We believe the FCC rule part that this device (the 2.5GHz transmitter)
should be authorized under is Part 74 for Broadcast application. Part 74
allocates 1990—2110, 2450—2500, 6425—6525 for Broadcast Auxiliary Service,
but digital modulation is only permitted in 6425—6525, 17700—19700, and
31000—31300 MHz. The Mass Media Bureau has interpreted the rules to mean
that digital is NOT allowed in any other TV BAS band.
Last year, FCC released "Notice of Proposed Rule Making (FCCO1—02)" to
            enable the Part 74 to take advantage of the latest digital technology;
however this type of amendment takes a year or two to be implemented and
            confirmed.

            3. The reason for requesting various STA‘s is because the system continues
to be developed after a number of problems were determined in earlier tests.
Some of the previous tests were performed under operational circumstances
(i.e. Presidential Inauguration, Olympic Games, etc.), and event and time
constraints did not allow for extensive troubleshooting.

I hope | have answered all of your inquiries. Please proceed in granting us
the STA for the wireless camera system.
If you have further questions or comments, please feel free to contact me.
Thank you in advance for your assistance in this matter.
