Hi Rick,

We appreciate you contacting us. We consent to your testing as described in your letter dated
October 14, 2018 with the following provisions.

1. Raytheon shall provide a 24/7 phone contact to the Spok Technical Operations Center located in
   Plano, Texas and Mainstream Data (Spok’s satellite uplink provider) for mitigating any
   interference issues that may arise because of Raytheon’s experimental license grant.
2. Raytheon shall confirm or deny testing during any time frame when Spok and/or Mainstream
   observes interference taking place on the on Spok/Mainstream’s space vehicles’ transponders per
   our earth station license.
3. If interference is confirmed by Raytheon from their experimental license earth stations listed in
   application 0778-EX-CN-2018, then operations shall cease until an effective mitigation strategy is
   implemented.

Spok operates a nationwide critical messaging network that uses satellite linking to connect our data
center to remote base stations. Our customers (primarily hospital & clinical) rely on our messaging
services. Attached is our satellite frequency plan for your reference.

Per instructions from the FCC Office of Engineering Technology (OET), Raytheon Space and Airborne
Systems requests your written consent to conduct intermittent, six (6) hour per day testing for one
(1) year, commencing in November 2018 in the 14-14.5 GHz band.
