Hi Dennis,
My apologies for stepping out of the standard request process, I initially contacted the email address provided in
correspondence with our USAF sponsors. I am in the process of completing the online coordination request, but am
waiting for some of my technical experts to arrive so I have accurate info in the request.
I have used the FCC application portal before and submitted the application on 21Aug, the file number is 1540-EX-ST-
2019 and confirmation number is EL677905.

Hi Jeff,

I haven’t seen a pre-coordination come through WebFCR for any ILS band requests (webfcr.faa.gov) from ANPC. WebFCR
is the FAA frequency management website for pre-coordinating frequency requests. Please provide the tracking number
if you have one (or submit your requests through WebFCR if you have not). Also, if you have coordinated through the
FCC, could you please provide application number filed with the FCC.

USAF Lt Col Brian Broekemeier and TSgt Daniel Jones are working with my company to plan a system demonstration at
USAF facilities in Selah Creek/Yakima WA on the weekend of Sept 14-15. I have been informed that the USAF team tried
but was unable to receive temporary permission to broadcast on frequencies reserved for avionics usage and controlled
by the FAA. The feedback we received is that the system manufacturer is responsible for the request, and as a
representative of Advanced Navigation and Positioning (ANPC) hereby request assistance on how to proceed given that
there isn’t much time remaining until the demo.

The demo system is a Transponder Landing System with functions very similar to an ILS. The system transmits Mode
3/A/C interrogation pulses at 1030MHz at a 10Hz rate using an omni-directional antenna, at <58dBm power radiated
power and <-30dBm spurious emissions (60nm range centered at the system installation). The system broadcasts ILS-
like guidance using one of the 40 frequency pairs that can be assigned by designated regulatory agencies, localizer
transmit power of 28dBm (25nm range) and glideslope transmit power of 35dBm (12nm range). To verify system
integrity, the system includes a transmitter to emulate transponder replies at 1090MHz at a 10Hz rate using an omni-
directional antenna, at <44dBm radiated power and <-30dBm spurious emissions.

We are requesting permission to broadcast at 1030MHz, 1090MHz, and an ILS frequency pair assigned by the FAA, at the
power noted above, from 0800 on 14Sept2019 until 1800 on 15Sept2019 at the Selah Creek Landing Zone
46°42'39.81"N, 120°19'31.26"W.

If ANPC is granted permission to broadcast the frequencies noted above, only for the dates/times at the location listed,
we will apply for a temporary license from the FCC.
