As of 2016, it is not clear why KKCC originally sought international Section 214 authority six years ago. KKCC has no customers and operates purely as a holding company. It does not provide, and has never provided, any international telecommunications services to any customer. Consequently, KKCC need not comply with the requirements of 47 C.F.R. § 63.19.
