Exhibit A Purpose Statement On behalf of Harris Corporation ("Harris"), the Commission is hereby advised that fixed earth station E090090 will not be constructed and that this authorization is being surrendered. The initial license application (Call Sign E090090, File No. SES-LIC-20090521-00640) was extended pursuant to modification application (SES-MOD-20100702-00863) filed by Harris in order to procure a contract to provide communications to US Navy and NOAA vessels under the US Navy Commercial Broadband Satellite Program. As governmental award of this contract was contested, Harris filed the above-referenced modification extension while awaiting GAO action to resolve the contested claim and to fulfill its obligation if awarded the contract. Harris hereby advises the Commission it will not construct and is surrendering the construction authorization for E090090. #10418443_v1
